Урок 1
Тема урока: Parliamentary Democracy. How Does It Work?
Цели урока:
познавательный аспект – знакомство с основами парламентского государства, с конституционной монархией;
развивающий аспект – развитие умения понимать схемы, развитие догадки по аналогии с родным языком и по словообразовательным элементам;
воспитательный аспект – осознание понятия «демократия»;
учебный аспект – формирование лексических навыков чтения.
Сопутствующая задача: развитие умения воспринимать на слух информацию в деталях.

I.Организационный момент.
T: Today we begin learning the second unit which is called “Western Democracies. Are They Democratic?” (Тема – на экране.)
At our lessons we shall speak about the political systems of the United Kingdom, the USA, the Russian Federation. (На экране – правительственные учреждения the UK, the USA, the RF.)
Today our topic is “Parliamentary Democracy. How Does It Work?” (Тема – на экране.)
II.Речевая подготовка.
T: Open your books at p.40. Let’s do ex.1.
The idea of democracy plays a great role in politics. What do you think ‘democracy’ means? Use the sentences from ex.1.(На экране – вопрос и опоры.)

P1: I think I understand the word ‘democracy’. It means the following: people say what they think, people do what they want within the framework of law.
P2: I consider the fact, when all people and authorities follow the constitution, means ‘democracy’ too.
P3: I suppose it means also ‘democracy’ when people elect their representatives to rule the country.
P4: This fact is also ‘democracy’ when people elect the head of state directly.
P5: … P6: … P7: …
T: I’m glad. You are right. You understand the idea of democracy right.
III. Семантизация лексических единиц /проходит в виде беседы учителя с учащимися/.
1.T: Whether we like it or not but politics is part of our lives. It is everywhere: in newspapers, on the radio and on TV.
When you listen to a politician who speaks English you can understand some words without translation.
Which words from ex.2(1), p.40. do you understand? Can you find the Russian equivalents?
P1: I understand all these words, because many of them are international ones. F. e.: /уч – ся называют и переводят слова./
T: Can you guess what other words mean?
P2: Yes, of course I can. /Уч – ся переводят другие слова./
T: Do you know how to translate the words department, ceremonial?
P3: Отдел, формальный / официальный.
T: Well for you.
2. T: And now, please, think and say, what activities the Queen, lawmakers, the Prime Minister, the members of opposition and ministers are involved in. Use different word combinations from ex.2(2),p.41.

IV. Автоматизация лексических единиц.
1. T: The United Kingdom of Great Britain and Northern Ireland is a constitutional monarchy and a parliamentary democracy.
Who rules the country in fact? The monarch or Parliament? (На экране — the task, the Queen, the House of Parliament.)
P: As I know the word “a constitutional monarchy” means that the UK is ruled by the Parliament and the Queen is the Head of State.
2.T: Look at the scheme on the screen and in your books (ex.3(2),p.42) to check if you are right. (На экране — схема политической системы the UK.)

T: What are the main constituent parts in the political system of the UK?
P1: There are four main parts in it: the Monarch, the government, Parliament, the people.
T: What are the main elements of the Government?
P2: The Prime Minister, the Cabinet and Non-Cabinet Ministers.
T: Can you describe the functions?
P3: The Prime Minister is the head of government. He is the leader of the party with the majority seats in the House of Commons. He chooses the Cabinet and Non-Cabinet ministers. He is officially appointed by the Monarch.
P4: The Cabinet consists of 20 ministers. They determine government policies and coordinate government departments.
P5: Non-Cabinet Ministers are not members of the Cabinet, the senior group which takes major policy decisions, but they are collectively responsible for government decisions and individually responsible for their own departments. (На экране — определение Non-Cabinet Ministers.)
T: Were you right, when we spoke about their activities?
P1, P2…: Yes, we were.
T: (На экране — схема политической системы the UK.) Now let’s speak about the British Parliament. What Houses does the British Parliament consist of?
P6: It consists of 2 Houses: the House of Commons and the House of Lords.
T: Which information does this scheme give you about the House of Commons?
P7: The House of Commons is made up of 650 elected members of Parliament. The House of Commons makes laws, discusses political problems. The people elect the members of the House of Commons.
T: Were you right, when we spoke about their activities?
P1, P2…: Yes, we were right.
T: (На экране — схема политической системы the UK, the House of Lords.) What functions do the members of the House of Lords perform?
P8: The House of Lords has over 1,100 permanent non-elected members. This House consists of peers and life peers. The House of Lords examines and revises bills from the House of Commons. It can delay bills for one year.
T: Were you right, when we spoke about their activities?
P1, P2…: Yes, we were right.
T: What are the functions of the Official Opposition?
P9: The Official Opposition is the largest opposition party. It forms the Shadow Cabinet. The members of the Shadow Cabinet would probably be Cabinet ministers if their party became the Government.
T: And now let’s speak about the Monarch. Why does the Monarch stand at the head of the scheme? (На экране — схема политической системы the UK, the Queen.)
P10: The Monarch is the official head of state and an integral part of Parliament in her constitutional role. She has mostly representative functions. She gives the royal assent to the bills passed by the House of Commons and the House of Lords. She is the head of the Commonwealth of Nations. (На экране — определение the Commonwealth of Nations.) The Monarch officially appoints the Prime Minister and life peers.
T: (На экране — схема политической системы the UK.) In this scheme you can see that the Monarch has mostly representative functions. The Government is responsible to Parliament. And Parliament is the real governing institution of the UK.
3. T: And now we do ex.3(3),p.43. What functions do the representatives of power perform? Use the scheme to find the correct statement.
